SAP and OpenAI partner to launch sovereign ‘OpenAI for Germany’

SAP SE and OpenAI have announced OpenAI for Germany, a new partnership to bring AI innovation to the country’s public sector while ensuring sovereignty, security, and compliance. Supported by SAP’s subsidiary Delos Cloud, running on Microsoft Azure, the initiative will enable millions of public sector employees to use AI safely and responsibly.

SAP CEO Christian Klein emphasized that the collaboration combines SAP’s sovereign cloud expertise with OpenAI’s technology to deliver AI solutions “built in Germany, for Germany.” OpenAI CEO Sam Altman highlighted Germany’s strong tradition in engineering and technology, noting that the partnership will help extend AI’s benefits to government services, research institutions, and local administrations in line with German values of trust and safety. Microsoft CEO Satya Nadella added that Azure will provide a sovereign platform, ensuring resilience, privacy, and regulatory compliance.

Launching in 2026, the program aims to help government employees automate tasks such as records management and data analysis, freeing up more time for citizen-focused services. SAP will expand Delos Cloud to 4,000 GPUs for AI workloads and may scale further through new collaborations. The initiative supports Germany’s High-Tech Agenda, which targets AI contributing up to 10% of GDP by 2030, and aligns with the “Made for Germany” investment drive.
