Nokia has announced a global licensing agreement with HPE to enhance its AI-driven radio access network (RAN) automation capabilities. The deal grants Nokia access to HPE’s RAN Intelligent Controller (RIC), which will be integrated with Nokia’s MantaRay SMO (Service Management and Orchestration) platform. Alongside the technology transfer, HPE’s associated development team has joined Nokia Mobile Networks as of October 1, 2025.
The integration strengthens Nokia’s MantaRay SMO portfolio, expanding its AI-powered automation, orchestration, and open ecosystem capabilities. MantaRay SMO is a comprehensive solution for zero-touch network automation, already capable of achieving TM Forum’s autonomous network level 4. It is fully Open RAN compliant and supports open R1 interfaces for rApps, enabling operators to manage multi-vendor networks efficiently while preparing for the transition from 5G to 6G.
Tommi Uitto, President of Mobile Networks at Nokia, highlighted that the licensing agreement adds both technology and expertise, benefiting customers worldwide by enhancing network automation and operational efficiency.
This move reinforces Nokia’s position as a leader in AI-driven network management and autonomous networking, combining advanced software solutions with open, interoperable architectures. By integrating RIC into MantaRay SMO, Nokia aims to accelerate the adoption of intelligent, automated networks while providing operators with a scalable, future-ready platform for next-generation mobile connectivity.
