The Siemens Infrastructure Transition Monitor 2025 highlights a major shift in global energy priorities from climate confidence to energy sovereignty and resilience. Based on a survey of 1,400 senior executives and government representatives across 19 countries, the study reveals that energy security has now overtaken global climate cooperation as the leading driver of the energy transition. Over half of respondents anticipate increased investment in fossil fuels, while confidence in meeting 2030 decarbonization targets has declined from 44% in 2023 to 37% this year.
Siemens calls for stronger focus on building resilient energy systems through digitalization, modernization, and grid expansion. The study emphasizes that resilience can be bolstered through targeted investments in technologies such as artificial intelligence (AI), which respondents identified as a key enabler of both decarbonization and infrastructure reliability. Two-thirds (66%) believe AI enhances the resilience of critical infrastructure, and nearly 60% are already using it to reduce carbon emissions.
