Kawasaki City Wins First MOE Dekokatsu Subsidy for Decarbonization Project

Kawasaki City and Fujitsu Limited announced that the Kawasaki City Decarbonization Lifestyle Behavioral Change Promotion Project has been selected to receive Japan’s Ministry of the Environment’s (MOE) dekokatsu subsidy. This marks the first time a Japanese municipality has been awarded the subsidy, which supports initiatives that encourage greenhouse gas reduction and sustainable lifestyle changes among citizens. The grant was initially approved in July 2025.

The new project phase, running from September 2025 to February 2026, builds on ongoing initiatives and introduces new elements in collaboration with Kawasaki Frontale, a soccer club originally established by Fujitsu. Activities will include used clothing collection and recycling, public engagement on waste separation, and the visualization of CO₂ reduction contributions through digital platforms.

Key Initiatives

  • Circular economy collaboration with Kawasaki Frontale (new):
    Used clothing collection and recycling demonstrations at events, including the SDGs Land event at Uvance Todoroki Stadium (September 28, 2025).
  • Expanded awareness campaigns on waste separation:
    Recycling stations at city events such as the Tama Ward Citizens’ Festival (October 18, 2025) and the Minna no Kawasaki Festival (November 2, 2025).
  • Strengthened small appliance recycling:
    Increased collection volumes at environmental business offices.

Visualization of CO2 reduction:
Deployment of tools such as the Green Carb0n Club app to measure and communicate reductions, alongside data analysis and citizen surveys.

Long-Term Goals

  • Kawasaki City: Achieve net-zero greenhouse gas emissions by 2050 and reduce emissions from the residential and commercial sectors by over 45% by FY2030 (compared to FY2013).
  • Fujitsu: Develop a sustainable business model by analyzing behavioral change drivers and scaling CO₂ reduction initiatives, contributing to its materiality theme of solving global environmental issues.
