Apple Introduces iOS Changes in Japan to Meet New App Competition Rules

Apple has announced changes to iOS in Japan to comply with the country’s Mobile Software Competition Act. Beginning with iOS 26.2, developers in Japan will have new options for distributing and monetizing their apps. These include the ability to offer apps through alternative app marketplaces, operate their own marketplaces, and process payments for digital goods and services outside of Apple’s In App Purchase system.

Apple stated that these changes are intended to give developers more flexibility while meeting local regulatory requirements. At the same time, the company acknowledged that alternative distribution and payment methods can increase risks related to malware, fraud, scams and privacy. To address these concerns, Apple has worked with Japanese regulators to introduce additional safeguards.

These protections include notarization requirements for iOS apps, an authorization process for alternative app marketplaces, and measures designed to reduce exposure to inappropriate content and scams, particularly for younger users. Apple said these steps aim to maintain a baseline level of safety and security across the iOS ecosystem in Japan.

Apple also noted that existing members of the Apple Developer Program will need to accept an updated license agreement. Developers must agree to the new terms by March 17, 2026, in order to access the new distribution and payment options available in Japan.
